I wrote an article quite a while ago titled ‘Reasons why the Government should pay for Creative Arts’. I still stand by every word of it. However, I haven’t yet tackled the even more difficult question that follows: How should the government actually pay for them?

คนทั่วไปหลาย ๆ คนอาจเห็นว่างานศิลปะในแขนงต่าง ๆ เป็นสินค้าฟุ่มเฟือย ไม่ใช่ปัจจัยสี่ที่จำเป็นในการดำรงชีวิต และรัฐบาลเองก็มีประเด็นเร่งด่วนอื่น ๆ ในการใช้งบประมาณ ไม่ว่าจะเป็นด้านการศึกษา โครงสร้างพื้นฐาน ระบบการดูแลสุขภาพ ความปลอดภัย ฯลฯ ซึ่งผมไม่ได้เห็นแย้ง แต่ต้องการที่จะนำเสนอมุมมอง พร้อมอธิบายเหตุและผลในเชิงวิชาการ เพื่อหวังว่ารัฐบาลจะสามารถเพิ่มการลงทุนและสนับสนุนเงินอุดหนุนในศิลปะและการสร้างสรรค์ให้มากขึ้นได้ โดยเฉพาะกับผู้สร้างผลงานรายเล็กรายย่อย

What is the Direction of Thailand’s Soft Power Policy? – ซอฟต์พาวเวอร์ไทย หลงทางไหม?

อย่างที่เราพอจะทราบกันครับว่าเรื่องซอฟต์พาวเวอร์เป็นวาระแห่งชาติ ซึ่งเมื่อวันที่ 4 ม.ค. 2567 ที่ผ่านมา ก็ได้มีการประชุมสภาผู้แทนราษฎรเพื่อพิจารณาร่าง พ.ร.บ. งบประมาณรายจ่ายประจำปี 2567 ที่มีการคุยเสนอเพื่อของบประมาณโครงการซอฟต์พาวเวอร์ไปเมื่อวันที่ 30 พ.ย. 2566 โดยงบฯ ของซอฟต์พาวเวอร์ทั้ง 11 สาขาอุตสาหกรรมรวมกันเท่ากับ 5,201,295,179 บาท แต่ก็ยังไม่รวมงานประชุมด้านซอฟต์พาวเวอร์อีก 90 ล้านบาท และ งานมหาสงกรานต์ World Water Festival กับการจัดงาน สงกรานต์ เฟสติวัล ตลอดเดือนเมษายน 2567 ในจังหวัดต่าง ๆ ทุกพื้นที่ทั่วประเทศที่ยังไม่ทราบจำนวนเงิน ผมก็ได้มาดูการแจกแจงว่าเอางบไปใช้เรื่องอะไรบ้าง ผมก็รู้สึกว่ามันไร้ทิศทางพอสมควร จึงอยากจะเขียนถึงซักหน่อยครับ

สงกรานต์ดึงดูดนักท่องเที่ยวต่างชาติจริงหรือ?

เมื่อวันที่ 23 มิถุนายน 2566 ผมได้รับเชิญให้ไปพูดในงาน SITE 2023 ที่จัดโดยสำนักงานนวัตกรรมแห่งชาติ หรือ NIA ในหัวข้อ The Rise of The Festival Economy โดยมีโจทย์ว่าให้พูดเกี่ยวกับการพัฒนางานเทศกาลเชิงวัฒนธรรมให้กลายเป็นตัวขับเคลื่อนเศรษฐกิจของประเทศ ผมก็เลยนึกถึง เทศกาลสงกรานต์ ที่รัฐบาลและคนไทยทั่วไปเชื่อว่าสามารถดึงดูดนักท่องเที่ยวต่างชาติและสร้างรายได้จำนวนมหาศาลให้กับประเทศ ผมจึงสงสัยว่ามันจริงแค่ไหน ซึ่งบทความนี้จะได้นำเสนอข้อมูลที่น่าสนใจให้อ่านกันครับ

เข้าใจ Soft Power ง่าย ๆ ด้วยคำว่า “ความรัก”

Soft Power คือคำที่ใช้กันเยอะมากในปีสองปีที่ผ่านมา โดยเฉพาะในฝั่งการเมืองที่ถูกใช้เป็นคำโปรยของนโยบายพัฒนาและฟื้นฟูเศรษฐกิจ แต่ด้วยความที่ตัวผมเองได้ทำการศึกษาเรื่องนี้มาสักพักแล้ว และตอนนี้ก็เป็นสมาชิกคณะอนุกรรมการขับเคลื่อนอุตสาหกรรมด้านดนตรี ภายใต้คณะกรรมการพัฒนาซอฟต์พาวเวอร์แห่งชาติ ผมก็เลยอยากจะหาวิธีอธิบายให้ทั้งคนทั่วไป รวมทั้ง stakeholders ทุกฝ่ายที่จะช่วยทำให้นโยบายถูกเขียนและดำเนินการไปในทิศทางที่ดีขึ้น ก็เลยอยากลองอธิบายความหมายของคำ ๆ นี้ด้วยการเปรียบเทียบกับคำว่า “ความรัก” ดูครับ
